11. ADOPT RESOLUTION NO. 23-25 DESIGNATING A PREFERENTIAL PARKING DISTRICT ALONG TOLA STREET FROM MONTEBELLO BOULEVARD TO ITS WESTERLY TERMINUS RECOMMENDATION: It is recommended that the City Council: 1. Conduct a Public Hearing regarding the designation of a Preferential Parking District and consider any testimony received during the hearing; and 2. Adopt Resolution No. 23-25 designating a Preferential Parking District (PPD) along Tola Street from Montebello Boulevard to its westerly terminus; and 3.
