APPROVAL OF AMENDMENT NO. 2 TO PROFESSIONAL SERVICES AGREEMENT NO. 3777 BETWEEN\nTHE CITY OF MONTEBELLO AND RANGWALA ASSOCIATES FOR THE COMPREHENSIVE GENERAL\nPLAN UPDATE AND BICYCLE MASTER PLAN\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 2 to Professional Services Agreement No. 3777 between the City of Montebello\nand Rangwala Associates to provide consulting services related to the comprehensive General Plan\nUpdate and Bicycle Master Plan; and\n2. Authorize the City Manager and/or his designee to execute Amendment No. 2 to Professional Services\nAgreement between the City and Rangwala Associates for related ancillary services to prepare a\ncomprehensive Bicycle Master Plan and related documents on behalf of the City; and\n3. Amend the Fiscal Year 2022-23 budget by increasing appropriations by $260,000 in Account No. 100-\n50-590-6040.95 (General Fund, Community Development, Long Range Planning, Other Professional\nServices); and\nApril 10, 2023: City Council Meeting Page 5 of 7\n4. APPROVAL OF AMENDMENT NO. 1 TO PROFESSIONAL SERVICES AGREEMENT NO. 3858\nWITH ADVANCED AVANT-GARDE COMPANY FOR AS-NEEDED HOUSING CONSULTING SERVICES AND\nAPPROVE ISSUING A REQUEST FOR PROPOSALS FOR FUTURE AS-NEEDED PROFESSIONAL\nSUPPORT SERVICES FOR THE ADMINSITRATION OF HOME/CDBG PROGRAMS\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Amendment No. 1 to Professional Services Agreement No. 3858 between the City of Montebello\nand Advanced Avant-Garde Company (“Avant-Garde”) to provide as-needed housing consulting\nservices; and\n2. Authorize the City Manager and/or his designee to execute Amendment No. 1 to Professional Services\nAgreement No. 3858 between the City and Avant-Garde to provide housing consulting services as\nneeded; and\n3. Approve issuing a Request for Proposals (“RFP”) for as-needed professional support services for the\nadministration of HOME/CDBG programs; and\n4. Take such additional, related action that may be desirable.\nCONSENT CALENDAR\nAll matters listed under the Consent Calendar are considered to be routine. Any items a member wishes to discuss,\nincluding any items the public submitted speaker cards for, should be designated at this time. All other items may be\napproved in a single motion. Such approval will also waive the reading of any Ordinance.

APPROVAL OF COOPERATIVE AGREEMENT NO. 4093 WITH LOS ANGELES COUNTY DEPARTMENT OF\nPUBLIC WORKS FOR THE OLYMPIC BOULEVARD TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM\n(TSSP)\nRECOMMENDATION: It is recommended that the City Council:\n1. Approve Cooperative Agreement No. 4093 with the Los Angeles County Department of Public Works\n(Attachment A) defining funding for the Olympic Boulevard Traffic Signal Synchronization Program\n(TSSP) Project; and\n2. Approve Amendment No.1 (Attachment B) to Agreement No. 2508 (Attachment C) with the Los Angeles\nCounty Department of Public Works redefining the streets included in the TSSP Project; and\n3. Authorize the City Manager to execute the Agreements on behalf of the City; and\n4. Amend the Fiscal Year 2022-23 budget by increasing appropriations in Fund 200 (Gas Tax) by $161,400\n(Account No. 200-99-6040.95, Gas Tax, Other Professional Services); and\n5. Take such additional, related action that may be desirable.

Approve Amendment No. 2 to Agreement No. 3855 with Ultimate Maintenance Services for Citywide\nCustodial Services increasing the scope of services and annual fee to an amount not-to-exceed\n$560,000; and\n2. Authorize the City Manager to execute the amendment on behalf of the city; and\n3. Amend the Fiscal Year 2022-23 budget by increasing appropriations by $146,000 in Account No. 100-\n30-510-6040.35 (General Fund, Public Works, Facilities Maintenance, Custodial Services), and $54,000\nin Account No. 600-90-900-6040.35 (Transit Fund, Administration, Custodial Services); and\n4. Take such additional, related action that may be desirable.
