E. Adoption of Resolution Authorizing the City Manager to Submit an Application for the\nCalifornia Department of Housing and Community Development's Prohousing Incentive\nProgram (PIP) Grant and to Execute All Necessary Documents to Accept Grant If Awarded\nRevised Staff Report. 2/22/24\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section\n15061(b)(3) (Common Sense Exemption) of the California Environmental\nQuality Act (CEQA) Guidelines and find that uses of grant funding for short\nterm housing assistance are consistent with the certified 6th Cycle Housing\nElement Environmental Impact Report;\n2. Adopt the attached resolution authorizing the City manager to submit\nan application for grant funds in the amount of\n$1,000,000 from the California Department of Housing and\nCommunity Development’s Prohousing Incentive Program (PIP) and\nto authorize the City Manager to execute all necessary documents to apply for\nthe grant, accept the grant, if awarded, and accept all grant renewals and\nmodifications, if awarded; and\n3.
