K. ADOPTION OF RESOLUTION NO. 23-31, AWARDING A MAINTENANCE SERVICES AGREEMENT TO ACCESS CONTROL SECURITY, INC. TO PROVIDE PARKING ENFORCEMENT SERVICES DURING STREET SWEEPING OPERATIONS, AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT AND FINDING THE PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) UNDER CLASS 1 (EXISTING FACILITIES, 14 CCR SECTION 15301) OF THE STATE CEQA GUIDELINES Staff Recommendation Adopt Resolution No. 23-21, which would: 1. Determine that this project is categorically exempt from CEQA under Class 1 (Existing Facilities, 14 CCR section 15301) of the State CEQA Guidelines. 2. Award the Maintenance Agreement for Parking Enforcement during street sweeping operations to Access Control Security, Inc. 3. Approve, and authorize the City Manager to execute, Contract No. C23-23, by and between the City of San Clemente and Access Control Security, Inc., providing for parking enforcement during street sweeping operations, in an amount not to exceed $182,016, for a three-year contract term with the option of two one-year extensions for a potential total agreement term of five years.
