4.13. AGREEMENT WITH CHARLES ABBOTT ASSOCIATES, INC. FOR PUBLIC WORKS CONSULTING SERVICES Recommended Action: 1. Approve a 5-year agreement with Charles Abbott Associates, Inc. to perform public works consulting services; and 2. Authorize the City Manager to execute a professional services agreement with Charles Abbott Associates, Inc. with a compensation amount of $140,000 annually, and total compensation not to exceed $700,000 over the 5-year term.
