4.15. FIRST AMENDMENT WITH NICHOLS CONSULTING ENGINEERS, CHTD FOR PAVEMENT MANAGEMENT PROGRAM SERVICES Recommended Action: 1. Approve a first amendment to the agreement with Nichols Consulting Engineers, CHTD (NCE) to perform pavement management program services to renew the agreement through June 30, 2024, and increase the total compensation under the agreement by $40,000; and 2.
