Environmental Impact Report and associated Mitigation Monitoring and Reporting Program, and
approval of Development Plan (D21-00011) and Density Bonus (DB21-00005) to allow a mixed-
use development consisting of 323 residential units, inclusive of 33 units reserved for very-low
income households, and approximately 2,300 square feet of dedicated commercial floor area on a
vacant 7.4-acre site located at the southeast corner of Melrose Drive and West Bobier Drive. Modera
