9. Fiscal Year 2023-24 Amended Budget Staff recommends that Council: 1) Authorize the Director of Finance to appropriate funding and make necessary budget amendments for FY 2023-24 based on the final approval of the requested positions; and 2) Authorize the Director of Finance to assign $800,000 from the estimated General Fund Surplus due to the one-time General Fund revenue to meet a portion of FY 2024-25 General Fund obligations/operation; and 3) Authorize the CEO and Human Resources to begin the hiring process for the approved requests by the City Council; and 4) Bring back a resolution to revise the Comprehensive Pay Schedule to reflect the approved personnel requests in accordance with CalPERS Guidelines and the job description for the new positions to the next City Council meeting.
