11. Conduct a Public Hearing and Consider the Adoption of Resolution No. 2023-028, "A Resolution of the City Council of the City of Baldwin Park, California, Adopting the Fee Schedule for Fiscal Year 2023-24 Solid Waste Collection and Recycling Services. It is recommended that the City Council: 1. Conduct a Public Hearing to accept written protests and verbal comments in favor or against the increased solid waste fees, track the number of valid written protests, and if the number of written protests received by the close of the public comment portion of the hearing is not sufficient to constitute a majority, make a finding that there is not a majority protest by property owners and/or tenants; and, 2. Adopt Resolution No. 2023-028 "A Resolution of the City Council of the City of Baldwin Park, California, Adopting the Fee Schedule for Fiscal Year 2023/24 Solid Waste Collection and Recycling Services."
