6.1 Consider the Appointment of a Council Member to Represent the City on the West Orange County Water Board as the Second Alternate and Approve the Fifth Amendment to West Orange County Water Board Joint Powers Authority Agreement. RECOMMENDATION: Staff recommends that the Mayor and City Council: A. Approve the Fifth Amendment to West Orange County Water Board Joint Powers Authority Agreement; and B. Consider and provide staff direction on the appointment of a Council Member to represent the City on the West Orange County Water Board as the Second Alternate.
