3-J. 2023-24 SLURRY SEAL AT VARIOUS LOCATIONS – AWARD OF CONTRACT It is recommended that the City Council consider: (1) Authorizing the Interim City Manager to execute a public works contract, in a form approved by the City Attorney, with Onyx Paving Company Inc. in the contract amount of $1,400,000 for 2023-2024 fiscal year slurry seal at various locations; (2) Authorizing the Director of Public Works to approve change orders and contingency up to $210,000 of the contract amount; and (3) Taking such additional, related, action that may be desirable. CEQA (California Environmental Quality Act): The City reviewed the environmental impacts of the Project under the California Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidelines”). CEQA Guidelines § 15304 (Minor Alterations to Land) exempts public alterations in the condition of land that do not involve removal of trees. This Project will not have a significant effect on the environment because the Project consists of pouring asphalt slurry over existing right of ways, patching existing rights of ways that have deteriorated, and restoring pavement markings. Accordingly, this Project is exempt from further review pursuant to CEQA Guideline § 15304.
