APPROVING AMENDMENTS BETWEEN THE CITY AND THE MONTEREY PARK POLICE\nCAPTAINS’ ASSOCIATION AND MONTEREY PARK POLICE OFFICERS’ MID-\nMANAGEMENT ASSOCIATION MODIFYING MEMORANDUM OF UNDERSTANDING\nLANGUAGE FOR THE TERM OF JULY 1, 2023 TO JUNE 30, 2025\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager to execute Amendment between the City of Monterey\nPark and the Monterey Park Police Captains’ Association (“MPPCA”) and the Monterey\nPark Police Officers’ Mid-Management Association (“MPPOMMA”), in a form approved by\nthe City Attorney; and\n(2) Taking such additional, related, action that may be desirable.

AUTHORIZE THE INTERIM CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES\nAGREEMENT WITH CITY FABRICK IN A FORM APPROVED BY THE CITY ATTORNEY FOR\nPARKS SYSTEM MASTER PLAN SERVICES\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute a Professional Services Agreement with City\nFabrick, in a form approved by the City Attorney, for Parks System Master Plan services\nfor $150,000 (+ a 5% contingency of $7,500); and\n(2) Taking such additional, related, action that may be desirable.

3-I. 2023-24 STREET REHABILITATION AT VARIOUS LOCATIONS PROJECT – AWARD OF\nCONTRACT\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager to execute a public works contract, in a form\napproved by the City Attorney, with All American Asphalt of Corona, CA in the contract\namount of $1,625,000 for the 2023-24 Street Rehabilitation at Various Locations Project;\n(2) Authorizing the Director of Public Works to approve change orders and contingency up to\n$243,750, or 15% of the contract amount; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nSince the proposed work is a minor alteration to an existing public facility, this project is Class 1\nCategorically Exempt pursuant to the California Environmental Quality Act (CEQA).

3-J. 2023-24 SLURRY SEAL AT VARIOUS LOCATIONS – AWARD OF CONTRACT\nIt is recommended that the City Council consider:\n(1) Authorizing the Interim City Manager to execute a public works contract, in a form\napproved by the City Attorney, with Onyx Paving Company Inc. in the contract amount of\n$1,400,000 for 2023-2024 fiscal year slurry seal at various locations;\n(2) Authorizing the Director of Public Works to approve change orders and contingency up to\n$210,000 of the contract amount; and\n(3) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the Project under the California Environmental\nQuality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated\nthereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidelines”). CEQA Guidelines\n§ 15304 (Minor Alterations to Land) exempts public alterations in the condition of land that do\nnot involve removal of trees. This Project will not have a significant effect on the environment\nbecause the Project consists of pouring asphalt slurry over existing right of ways, patching\nexisting rights of ways that have deteriorated, and restoring pavement markings. Accordingly,\nthis Project is exempt from further review pursuant to CEQA Guideline § 15304.
