Public Hearing and Consideration of a Resolution Making\nFindings Pursuant to Health and Safety Code Section\n33433 for Real Property Located at 314 Baker Street and\n323 Baker Street in Conjunction with Authorizing the Sale\nof the Properties in Connection with Disposition and\nDevelopment Agreement No. DDA-2023-01 with Mercy\nHousing California Transferring Title of Properties Located\nat 300, 307, 312, 314, and 323 Baker Street to Mercy\nHousing California to Facilitate the Development of a Five\nStory, Multifamily Apartment Building, with 68 Affordable\nWorkforce Housing Units, Onsite Resident Services and\nManagement, Onsite Parking and a Satellite Parking Site\non a Total of 0.77-Gross Acre City-Owned Vacant Property\nLocated at 300, 307, 312, 314, and 323 Baker Street and\nFinding the Project to be Exempt from further\nEnvironmental Review as an Infill Development Project\nFiscal Impact: One Time Revenue: $ 482,200.84\nDevelopment Impact Fees Sale of Properties:\n$3,200,000.00 (Affordable Housing Fund)\nRecommended Action: It is recommended that the City\nCouncil:\n1) Open Public Hearing regarding the contemplated\naction to make findings pursuant to Health and Safety\nCode Section 33433 for real property located at 314\nBaker Street And 323 Baker Street; and\n2) Receive the Staff Report, consider all public\ntestimony, ask questions of Staff; and\n3) Close the Public Hearing; and\n4) Adopt Resolution No. HSA-2024-01, a Resolution of\nthe City Council of the City of Placentia, California,\nmaking findings pursuant to Health and Safety Code\nSection 33433 for real property located at 314 Baker\nStreet and 323 Baker Street and authorizing the sale\nof the properties in connection therein; and\n5) Adopt Resolution No. R-2024-17, a Resolution of the\nCity Council of the City of Placentia, California,\napproving the Disposition and Development\nAgreement No. DDA-2023-01 with Mercy Housing\nCalifornia transferring title of properties located at\n300, 307, 312, 314, and 323 Baker Street to Mercy\nHousing California to facilitate the future development\nof a five story, 68 unit multifamily affordable housing\ndevelopment with onsite resident services and\nmanagement, onsite parking and a satellite parking\nsite on a 0.77-gross acre site and finding the project\nto be exempt from further environmental review as a\nclass 32 infill categorical exemption; and\n6) Authorize the City Administrator to execute the\nnecessary documents, in a form approved by the City\nAttorney.\nStaff Report\nResolution HSA-2024-01\nResolution R-2024-17\nPowerPoint Presentation
