5. RESOLUTION NO. 24-13 - APPROVING THE TERMINATION OF THE FRONT STREET PARTICIPATION\nAGREEMENT\nStaff recommends City Council:\na. find that the proposed action is exempt from the requirements of the California Environmental Quality\nAct (CEQA) in accordance with CEQA Guidelines Section 15061(b)(3) under common sense\nexemption which provides that CEQA applies only to projects which have the potential for causing a\nsignificant effect on the environment. Where it can be seen with certainty that there is no possibility\nthat the activity in question may have a significant effect on the environment, the activity is not subject\nto CEQA.\nb. adopt Resolution No. 24-13, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nNORWALK APPROVING THE TERMINATION OF THE FRONT STREET PARTICIPATION\nAGREEMENT, which does not authorize any specific development; and\nc. authorize the City Manager to execute any and all documents necessary to terminate the\nParticipation Agreement and such other ancillary documents reasonably necessary to effectuate the\nintent of Resolution No. 24-13. 1405-06\nAPPOINTMENTS
