24. Request by Councilmember Robinson and Councilmember Weiss that staff develop a policy for the display of flags on City flagpoles and City buildings. The policy shall provide for the honorable display of the Flag of the United States, the State of California, and the City of Oceanside. Additionally, the POW/MIA Flag shall be permitted at the main flagpole at the City Hall complex. Flags dedicated for the purpose of mourning the loss of police officers, firefighters and lifeguards shall also be permitted to be flown on public safety facilities, at the direction of the City Manager GENERAL COUNCILMEMBER COMMENTS
