17. Conduct a Public Hearing and Adopt of Resolution No. 2023-040 "A Resolution of the City Council of the City of Baldwin Park, California, Ordering Vacationing of an Alley Between Bogart Avenue and Downing Avenue Pursuant to Streets and Highways Code 8300-8325." It is recommended that the City Council: 1. Hold a Public Hearing and consider all public testimony regarding this matter; and, 2. Waive further reading, read by title only and adopt Resolution No. 2023-040 entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, ORDERING VACATIONING OF AN ALLEY BETWEEN BOGART AVENUE AND DOWNING AVENUE PURSUANT TO STREETS AND HIGHWAYS CODE 8300-8325.”
