13. MEMORANDUM OF UNDERSTANDING TO PARTICIPATE IN THE SAN DIEGO ASSOCIATION OF GOVERNMENTS REGIONAL BEACH SAND PROJECT III PHASE I RECOMMENDED ACTION: That the City Council: 1) Authorize the City Manager to enter into a Memorandum of Understanding (MOU) with the San Diego Association of Governments (SANDAG) for the Regional Beach Sand Project III, Phase I activities; and 2) Authorize the City Manager to enter into a future MOU with the County of Orange and a reimbursement agreement Capistrano Community Services District to share in the City’s contributions for Phase I; and 3) Authorize a budget adjustment as discussed in the Fiscal Impact section of this report.
