3.5 Award of Contract for the Playground Renovation Project for Newcastle Park - Project No. P-2565. RECOMMENDATION: A. Approve a budget adjustment from the Park Dedication Fund balance (Fund 200) to an existing CIP Project, Account Number 76502-762203, “Playground Replacement at Newcastle Park,” in the amount of $288,308; and B. Approve the award of contract to the lowest responsible bidder in the amount of $363,916.00 to Western State Builders, Inc. and that all other bids be rejected; and C. Authorize a 10% contingency in the amount of $36,391.60 for potential change orders; and D.
