Approve the Memorandum of Understanding (MOU) for the 2023 Edward Byrne\nMemorial Justice Assistance Grant (JAG) Program and authorize the City Manager\nto execute the related 2023 JAG grant documents; and\nB. Approve a revenue estimate of $19,922 to the 2023 Justice Assistance Grant (JAG)\nProgram, Grant Revenue Account for the Fiscal Year 2023-24 budget; and\nC. Approve the Agreement with Park Consulting Group (PCG) to provide ongoing\nEnerGov and Finance Systems support and maintenance, in addition to the\nimplementation of EnerGov Citizen Self Service (CSS) and other enhancements,\nthrough December 31, 2024, in an amount not to exceed $252,650; and\nB. Approve a budget adjustment for the California Automated Permit Processing\n(CalAPP) Program grant in the amount of $60,000 to the Building - Intergovernmental\n- State Other revenue account and Building - Contractual Services expenditure\naccount.\nROUTINE MATTERS

3.4 Notice of Completion for the work performed by R.J. Noble Company, Inc. for\nEdwards Street Improvements Project from Westminster Boulevard to Trask Avenue;\nProject Plan No.: P-2583.\nRECOMMENDATION: Accept the Subject Project and Authorize the City Clerk to File a\nNotice of Completion with the County Clerk-Recorder’s Office.

3.5 Award of Contract for the Playground Renovation Project for Newcastle Park - Project\nNo. P-2565.\nRECOMMENDATION:\nA. Approve a budget adjustment from the Park Dedication Fund balance (Fund 200) to\nan existing CIP Project, Account Number 76502-762203, “Playground Replacement\nat Newcastle Park,” in the amount of $288,308; and\nB. Approve the award of contract to the lowest responsible bidder in the amount of\n$363,916.00 to Western State Builders, Inc. and that all other bids be rejected; and\nC. Authorize a 10% contingency in the amount of $36,391.60 for potential change\norders; and\nD. Approve the plans and specifications for the Citywide Residential Street\nImprovement Project - CDBG 23-24, and authorize the Public Works Director/City\nEngineer to approve minor modifications to the plans and specifications to\naccommodate requested revisions from public safety and utility agencies; and\nB. Authorize the Public Works Department to advertise and solicit construction bids for\nsaid project.\nRESOLUTION

3.7 Adoption of Resolution Approving the 2023 West Orange County CERT\nMemorandum of Understanding (MOU).\nRECOMMENDATION:\nA. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY\nCOUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, APPROVING THE\nCITY OF WESTMINSTER’S PARTICIPATION IN THE WEST ORANGE COUNTY\nCOMMUNITY EMERGENCY RESPONSE TEAM (CERT) MEMORANDUM OF\nUNDERSTANDING (MOU)”; and\nB. Authorize the City Manager and the Police Chief, or their designees, to complete and\nsign all necessary materials to facilitate the MOU.\nPROCLAMATION

5.1 Approval of Out-of-State Travel for Up to Two (2) Council Members to Attend the\nInnovating Commerce Serving Communities (ICSC) 2024 Conference at the Las\nVegas Convention Center from May 19 through May 21, 2024.\nRECOMMENDATION: Consider the approval of up to two (2) Council Members to travel to\nLas Vegas, Nevada, for the 2024 ICSC Las Vegas Conference from May 19-21, 2024.
