Update City Council on the City-owned site at 634 Quail Gardens Drive ("L-7") of the Notice of Availability (NOA) sent out pursuant to Surplus Land Act (SLA) and City Council direction on proposed 100 percent affordable housing development scenarios and initiating outreach efforts. Environmental Considerations: The action before the City Council is not subject to the California Environmental Quality Act (CEQA) pursuant to Section 15060(c)(3) of the CEQA Guidelines since the action is not a "project" pursuant to Section 15378(b)(5). The action is an organizational or administrative activity of government that will not result in a direct or indirect physical change in the environment.
