B. CONSIDERATION OF RESTABLISHING A SAND COMPATIBILITY AND OPPORTUNISTIC USE PROGRAM (SCOUP) IN SAN CLEMENTE Staff Recommendation Provide specific direction to the Coastal Administrator regarding Sand Compatibility and Opportunistic Use Program (SCOUP). Because this has been identified as a high priority for the community, staff additionally recommends that a SCOUP Permit will provide an additional opportunity to protect the San Clemente shoreline.
