8H. Emergency Declaration for the maintenance, repair and installation of 48-inch corrugated storm drain pipe in the canyon between Interstate-5 and Lake Drive. Environmental Considerations: The project and actions being considered are exempt from environmental review pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15269. CEQA Guideline Section 15269 (b) (Emergency Projects) which exempts emergency repairs to publicly or privately owned serviced facilities necessary to maintain service essential to the public health, safety or welfare.
