8D. Resolution accepting the State Coastal Conservancy Grant and Approve a Contract for the Marine Safety Connected Coastlines Project. Environmental Considerations: The action being considered by the City Council is exempt from the California Environmental Quality Act (CEQA) because it is not a "project" under Section 15378(b)(5) of CEQA Guidelines. The action involves an organizational or administrative activity of government that will not result in the direct or indirect physical change in the environment. Contact Person IT Manager York Recommended Action: 1) Adopt Resolution No. 2024- 15, titled "A Resolution of the City Council of the City of Encinitas Amending the Fiscal Year 2023-24 Budget", to increase the capital budget by $300,000; and 2) Authorize the City Manager or City Manager's Designee to accept a grant award in the amount of $300,000 from the State Coastal Conservancy and enter into an agreement in consultation with the City Attorney with Special Order Systems, Inc. for procurement, design, installation, configuration and maintenance of hardware needed for the Connected Coastlines project in substantial form. 2024-02-21 Item 08D Resolution accepting a grant for Connected Coastlines
