13. Authorization to Submit a Voucher Application Pursuant to the U.S. Department of Energy's Energy Efficiency Conservation Block Grant Program (EEBCG) for the Procurement of Solar Powered Lighting It is recommended that the City Council: 1. Authorize staff to submit a voucher application to the Department of Energy’s EECBG Program for the procurement of solar-power lighting equipment; and 2. Authorize the Director of Finance to appropriate $127,900 to Fund No. 270, assign an account number including the project number, and make the necessary budget adjustments; and 3.
