10. City to City Friendship Relationship Between the Cities of Baldwin Park\nand Fresnillo, Zacatecas, Mexico\nIt is recommended that the City Council:\n1. Declare Sunday August 11, 2024, as the official day for the\ndiplomatic visit by the City of Fresnillo, Zacatecas, Mexico, to be led\nby Interim Mayor Rita Rocio Quiñones de Luna.\n2. Declare that the hosting of the 2nd Annual Friendship Basketball\nTournament at Morgan Park will serve as the main event for the\ndiplomatic visit.\n3. Authorize the Director of Finance to appropriate up to $12,000 from\nthe General Fund and make necessary budget adjustment to defray\nexpenses associated with the event.

11. Approve Amendments to the Professional Service Agreements (PSAs)\nwith David Volz Design, Evan Brooks and Associates (EBA), Infrastructure\nEngineers a Bowman Company, John L. Hunter and Associates, Onward\nEngineering, RKA Consulting Group, TAIT and Associates and Willdan\nEngineering to Extend Term for One-Year and Authorize Staff to Publish a\nRequest for Qualifications (RFQ) to Update and Establish the List of On-\nCall Consultants for Engineering Services.\nIt is recommended that the City Council:\n1. Authorize the Director of Public Works to publish a Request for\nQualifications to establish an updated list of on-call Engineering\nConsultants Firms; and,\n2. Approve Amendments to the current Professional Services\nAgreements for a one-year term extension with David Volz Design,\nEvan Brooks and Associates, John L Hunter and Associates,\nOnward Engineering, RKA Consulting Group, TAIT and Associates,\nInfrastructure Engineers, and Willdan Consulting; and,\n3. Authorize the Mayor and City Clerk to execute the Amendments to\nthe PSAs.

Approval of a Construction Contract with Gentry General Engineering\nCompany for the Construction and Completion of Unfinished\nImprovements for City Project No. CIP 22-040, Calino Avenue Sewer and\nStorm Drain Improvements\nIt is Staff's recommendation that the City Council:\n1. Find Stance Construction Company in default of its Contract; and\n2. Approve and award the construction contract to Gentry General\nEngineering Company of Colton, CA in the amount of $851,790.78\nfor the completion of unfinished improvements at Calino Avenue;\nand\n3. Authorize the Mayor and City Clerk to execute the contract with\nGentry General Engineering Company; and\n4. Authorize the Director of Finance to transfer $80,000 from CIP22-\n037, Acct. # 275-50-752-58100-55017 to CIP22-040, Acct #275-50-\n752-58100-55021; allocate $310,617.77 to Acct 100-50-000-46950-\n55021 from expected surety payment received and Acct #100-50-\n752-58100-55021 for the additional expenditures and to make\nnecessary budget adjustments.

Authorization to Submit a Voucher Application Pursuant to the U.S.\nDepartment of Energy's Energy Efficiency Conservation Block Grant\nProgram (EEBCG) for the Procurement of Solar Powered Lighting\nIt is recommended that the City Council:\n1. Authorize staff to submit a voucher application to the Department of\nEnergyâs EECBG Program for the procurement of solar-power\nlighting equipment; and\n2. Authorize the Director of Finance to appropriate $127,900 to Fund\nNo. 270, assign an account number including the project number,\nand make the necessary budget adjustments; and\n3. Consideration and Direction for Title and Sub-Logo for the Education and\nOutreach Campaign for Active Transportation Cycle 3 Project - CIP 20-\n129, San Gabriel River Commuter Bikeway Greening Project Ph II -\nGenerally known as the Big Dalton Bike and Walk Trail\nIt is recommended that the City Council:\n1. Select an official local name for the Bike/Walk Trail Project; and\n2. Select a project sub-logo to be used along with the Cityâs logo.

15. American Rescue Plan Act (ARPA) Grant Updates on Appropriations,\nExpenditures, and Available Balances\nIt is recommended that the City Council:\n1. Approve or make changes to the ARPA updated allocation, and\n2. Add new programs or projects to the remaining unappropriated\nbalance, and\n3. Authorize the Director of Finance to set up account #s for\nappropriation to the new programs and projects and make\nnecessary budget amendments.

Claim Rejection\nIt is recommended that the City Council reject the following claim and\ndirect staff to send the appropriate notice of rejection to claimant:\n⢠Oscar Henry Martinez The claimant alleges bodily injury.\nThis government claim, and all government claims, should be considered\nas potential lawsuits in the future. Thus, it is requested that all City Staff,\nthe Mayor and all Council Members refrain from making any statements,\nwhether public or private in nature. It is important that no statements be\nmade so as to not prejudice this claim in any way which can happen if\npublic or private comments are made about this claim by City staff or\nCouncil Members

5. Approval of Agreement with Learning Enrichment After-School Program,\nInc. (dba Leap) for the Summer Lunch Program\nIt is recommended that the City Council:\n1. Authorize the Mayor to execute a one (1) year service agreement\nwith Learning Enrichment After-School Program, Inc. (dba Leap);\nand\n2.\nAuthorize Director of Recreation & Community Services to execute\nany associated documents; and\n3. Authorize Director of Finance to appropriate funding and make\nnecessary changes to the budget.

Approval and Adoption of Resolution No. 2024-011 and Consideration of a\nMemorandum of Understanding (MOU) with Goodwill Southern California\nto Re-Establish the NextGen Youth Workforce Program.\nIt is recommended that the City Council:\n1. Approve Resolution No. 2024-011 and the proposed MOU with the\nGSC; and\n2. Authorize the Mayor to execute the MOU; and\n3. Confirm the appropriation of $20,560 of American Rescue Plan Act\n(ARPA) funds carried over from 2023 for Summer 2024; and\n4. Appropriate an additional $120,000 of ARPA Funds to fund the Cityâs\ncontribution for the 2024 and 2025 NextGen Program; and\n5. Authorize the CEO to make technical adjustments as may be\nnecessary to carry out the direction of City Council.
