3-G. APPROVAL OF THE 2024 SEWER SYSTEM MANAGEMENT PLAN It is recommended that the City Council consider: (1) Approving the updated 2024 Sewer System Management Plan; and (2) Taking such additional, related, action that may be desirable. CEQA (California Environmental Quality Act): The 2024 Sewer System Management Plan (SSMP) was reviewed pursuant to the California Environmental Quality Act (“CEQA”) and the regulations promulgated thereunder (14 Cal. Code of Regs. § 15000, et seq.; the “CEQA Guidelines”) Based upon that review, the SSMP is exempt from further review pursuant to CEQA Guidelines § 15301(c) (Existing Facilities) which exempts the operation, repair, maintenance, alteration of existing public or private structures which involve negligible or no expansion of existing or former use. CEQA Guidelines § 15301(c) notes that repair of existing highways and streets, sidewalks, gutters, and bicycle and pedestrian trails—like the proposed work— are exempt from CEQA if additional automobile lanes are not created.
