ESTABLISHING AN AD HOC SUBCOMMITTEE OF THE CITY COUNCIL TO DISCUSS THE\nCREATION OF AN INDEPENDENT MEMORIAL COMMITTEE FOR THE JANUARY 21, 2023\nMASS CASUALTY INCIDENT\nIt is recommended that the City Council consider:\n(1) Establishing an ad hoc subcommittee comprised of two members of the City Council which\nwill appoint and give initial direction to an independent Memorial Committee for the\nJanuary 21, 2023 Mass Casualty Incident; and\n(2) Taking such additional, related, action that may be desirable.

3-A. PROFESSIONAL MUNICIPAL CLERKS WEEK RESOLUTION\nIt is recommended that the City Council consider:\n(1) Approving a Resolution declaring the week of May 5-11, 2024 as Professional Municipal\nClerks Week in Monterey Park; and\n(2) Taking such additional, related, action that may be desirable.

AUTHORIZE THE CITY MANAGER TO EXTEND THE LICENSE AGREEMENT WITH\nCHINATOWN SERVICE CENTER FOR USE OF THE SIERRA VISTA COMMUNITY CENTER\nAS THE TEMPORARY SITE OF THE MPK HOPE RESILIENCY CENTER\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager, or designee, to extend the license agreement, in a form\napproved by the City Attorney with Chinatown Service Center for the use of the Sierra\nVista Community Center as the temporary MPK Hope Resiliency Center; and\n(2) Taking such additional, related, action that may be desirable.

URBAN AREA SECURITY INITIATIVE – AWARD OF CONTRACT TO ERIC GARCIA, OF TGI\nOPERATIONS, LLC, FOR THE REGIONAL TRAINING GROUP (RTG) FIRE SERVICE\nTRAINING OFFICER\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute a one year agreement in the amount of $200,000,\nwith the option to extend for an additional two years, with Eric Garcia of TGI Operations,\nLLC., in a form approved by the City Attorney, to provide training and further develop\nresponse readiness of Los Angeles area fire agencies for incidents of national significance\nfor an amount not to exceed $600,000;\n(2) Authorizing the Finance Department to appropriate $40,000 in grant funding to the FY\n2023-2024 budget; and\n(3) Taking such additional, related, action that may be desirable.

RENEWAL OF THE ASSESSMENT DISTRICT FOR FISCAL YEAR 2024-25 AND SCHEDULE\nA PUBLIC HEARING PURSUANT TO STREETS AND HIGHWAYS CODE §§ 22500, ET SEQ.\nIt is recommended that the City Council consider:\n(1) Adopting a resolution initiating and declaring the City Council’s intent to levy and collect\nassessments for Fiscal Year 2024-25 in Citywide Maintenance District No. 93-1 pursuant\nto Streets and Highways Code §§ 22500, et seq. and setting a time and place for a public\nhearing; and\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe proposed action is exempt from review under the California Environmental Quality Act (Cal.\nPub. Res. Code §§ 21000, et seq.; “CEQA”) and CEQA Guidelines (Cal. Code Regs. tit. 14, §§\n15000, et seq.) because it establishes, modifies, structures, restructures, and approves rates and\ncharges for meeting operating expenses; purchasing supplies, equipment, and materials; meeting\nfinancial requirements; and obtaining funds for capital projects needed to maintain service within\nexisting service areas. The proposed action, therefore, is categorically exempt from further CEQA\nreview under CEQA Guidelines § 15273.

FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT NO. 2395-AC WITH\nFAIRBANK, MASLIN, MAULLIN, METZ AND ASSOCIATES TO CONDUCT PUBLIC\nOPINION RESEARCH\nIt is recommended that the City Council consider:\n(1) Authorizing the City Manager to execute an amendment with Fairbank, Maslin, Maullin,\nMetz and Associates (FM3) in a form approved by the City Attorney; to conduct public\nopinion research for an amount not to exceed $136,500; and\n(2) Taking such additional, related, action that may be desirable.

3-F. PUBLIC WORKS WEEK RESOLUTION\nIt is recommended that the City Council consider:\n(1) Adopting a Resolution declaring the week of May 19 through 25, 2024 as Public Works\nWeek in Monterey Park; and\n(2) Taking such additional, related, action that may be desirable.

APPROVAL OF THE 2024 SEWER SYSTEM MANAGEMENT PLAN\nIt is recommended that the City Council consider:\n(1) Approving the updated 2024 Sewer System Management Plan; and\n(2) Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe 2024 Sewer System Management Plan (SSMP) was reviewed pursuant to the California\nEnvironmental Quality Act (“CEQA”) and the regulations promulgated thereunder (14 Cal. Code\nof Regs. § 15000, et seq.; the “CEQA Guidelines”) Based upon that review, the SSMP is exempt\nfrom further review pursuant to CEQA Guidelines § 15301(c) (Existing Facilities) which exempts\nthe operation, repair, maintenance, alteration of existing public or private structures which involve\nnegligible or no expansion of existing or former use. CEQA Guidelines § 15301(c) notes that\nrepair of existing highways and streets, sidewalks, gutters, and bicycle and pedestrian trails—like\nthe proposed work— are exempt from CEQA if additional automobile lanes are not created.
