C. 2023 General Plan and Housing Element Annual Progress Reports\nCalifornia Government Code §\n65400 requires the filing of both a General Plan\nand Housing Element Annual Progress Report by April 1" of each year, for\nthe prior calendar year, with the State Office of Planning and Research and the\nDepartment of Housing and Community Development. State law also requires\nthat the Annual Progress Reports be presented at a public meeting before the\nCity Council where members of the public are given an opportunity to comment on\nthe City' s progress. This agenda item meets these statutory requirements.\nRecommendation: That the City Council take the following actions:\n1. Receive and file the 2023 Annual Progress Reports; and\n2. Direct the Community Development Department to transmit the 2023 General\nPlan and Housing Element Annual Progress Reports to the Governor' s Office of\nPlanning and Research and California Department of Housing and Community\nDevelopment.
