15. 24-387 Accept the lowest responsive and responsible bid and authorize execution of a construction contract with RJ Noble in the amount of $4,046,298.55 for the FY 23/24 Arterial Rehabilitation Project, CC-1741 Recommended Action: A) Accept the lowest responsive and responsible bid submitted by RJ Noble in the amount of $4,046,298.55 (Base Bid + Alternative Bid); and, B) Authorize the Mayor and City Clerk to execute a construction contract in a form approved by the City Attorney.
