8. ADOPTION OF FISCAL YEAR 2024-25 OPERATING AND CAPITAL BUDGET RECOMMENDATION: It is recommended that the City Council: 1. Approve Resolution No. 24-40 adopting the Fiscal Year 2024-25 operating and capital budgets for all funds; and, 2. Approve Resolution No. 24-41 adopting the compensation plan, table of organization and job classifications for Fiscal Year 2024-25 and, 3. Approve Resolution No. 24-42 establishing a Fiscal Year 2024-25 appropriations limit per Government Code Section 7190 (Gann Limit); and, 4. Take such additional, related action that may be desirable.
