9.c. CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-137, IN\nSUPPORT OF THE CALIFORNIA SUPREME COURT REMOVING THE\nTAXPAYER PROTECTION ACT AND GOVERNMENT\nACCOUNTABILITY ACT FROM THE NOVEMBER 2024 BALLOT\nThe Taxpayer Protection and Government Accountability Act would revise\nthe California Constitution with provisions that limit voters’ authority and\ninput, adopt new and stricter rules for raising taxes and fees, and may\nmake it more difficult to impose fines and penalties for violation of state\nand local laws.\nThe measure puts billions of local government tax and fee revenues at risk\nstatewide with related core public service impacts.\nThe measure could have significant negative impacts on City of South El\nMonte operations and core service delivery.\nThe proposed constitutional initiative is sponsored by the California\nBusiness Roundtable (CBRT).\nRECOMMENDED ACTION: Staff recommends City Council Adopt\nResolution No. 24-137, In Support of the California Supreme Court\nRemoving The Taxpayer Protection Act and Government Accountability\nAct from the November 2024 Ballot.
