CORRESPONDENCE FROM ACTIVE SGV REQUESTING A SUPPORT\nLETTER FOR A DECADES-LONG VISION TO PROTECT THE SAN\nGABRIEL MOUNTAINS AND USE THE ANTIQUITIES ACT TO ADD\n109,000 ACRES TO THE SAN GABRIEL MOUNTAINS NATIONAL\nMONUMENT\nIn 2014, President Barack Obama used the Antiquities Act to designate\napproximately 346,177 acres of the San Gabriel Mountains as a national\nmonument. This was a critical step towards permanently protecting the\nmountains. Since then, community support has continued to grow for\nsafeguarding public lands in the western Angeles Forest that were not\nincluded in the original monument designation. These lands are the\ngateway to the forest and welcome millions of visitors each year. They\nshould be included in the national monument.\nRECOMMENDED ACTION: Staff request direction to compose a support\nletter for the San Gabriel Mountains conservation requested by Active San\nGabriel Valley.

BY\nCONGRESS MEMBER SYDNEY KAMLAGER-DOVE (D-LOS\nANGELES)\nH.R. 6859 would grant federal recognition to the Gabrielino Tongva Tribal\nNation allowing them to take up to 300-acres of noncontiguous land into\ntrust as reservation land.\nRECOMMENDED ACTION: If H.R. 6859 is signed into law, it would permit\nthe Gabrielino Tongva Tribe to go into any city in Los Angeles County,\nacquire that city's largest property, a retail shopping center, that city's\nlargest sales tax revenue generator, and place that land into trust.\nCouncilmember’s Agenda next page.

CONSIDERATION AND ADOPTION OF THE 2023 UPDATE TO THE\nPAVEMENT MANAGEMENT PROGRAM\nTo effectively optimize the City’s limited fiscal resources, City staff enlisted\nthe services of Bucknam Infrastructure Group, Inc to develop a Pavement\nManagement Plan (PMP). This plan provides current data on the City’s\nstreet networks and formulates cost-effective maintenance and\nrehabilitation strategies to maintain a desirable level of pavement\nperformance on a network scale.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Receive and file the Updated 2023 Pavement Management Program;\n2. Adopt and approve the recommended 5-year pavement program,\nallocating an annual budget of approximately $1.4 million, resulting in a\ntotal budget of approximately $7 million over 5 years; and\n3. Direct the City Manager to implement the plan.

CONSIDERATION AND APPROVAL OF RESOLUTION NO. 24-137, IN\nSUPPORT OF THE CALIFORNIA SUPREME COURT REMOVING THE\nTAXPAYER PROTECTION ACT AND GOVERNMENT\nACCOUNTABILITY ACT FROM THE NOVEMBER 2024 BALLOT\nThe Taxpayer Protection and Government Accountability Act would revise\nthe California Constitution with provisions that limit voters’ authority and\ninput, adopt new and stricter rules for raising taxes and fees, and may\nmake it more difficult to impose fines and penalties for violation of state\nand local laws.\nThe measure puts billions of local government tax and fee revenues at risk\nstatewide with related core public service impacts.\nThe measure could have significant negative impacts on City of South El\nMonte operations and core service delivery.\nThe proposed constitutional initiative is sponsored by the California\nBusiness Roundtable (CBRT).\nRECOMMENDED ACTION: Staff recommends City Council Adopt\nResolution No. 24-137, In Support of the California Supreme Court\nRemoving The Taxpayer Protection Act and Government Accountability\nAct from the November 2024 Ballot.
