RECOMMENDED MOTION: Staff recommends that the City Council approve this Progress Payment #4 and Final Acceptance for the second contract year, release 5% retention amount 35 days after Final Acceptance and approve the start of the third contract year to Martinez Landscape Company, Inc. of Sylmar, CA.
