3.4 Final Seven-Year Capital Improvement Program (7-Year CIP) and City’s Pavement Management Plan (PMP) Update for Measure M2 Eligibility Submittal for Fiscal Year 2024-2025 through 2030-2031. RECOMMENDATION: A. Approve the Final Seven-Year Capital Improvement Program (7-Year CIP) for Fiscal Year 2024-2025 through 2030-2031, and authorize its submittal to the Orange County Transportation Authority (OCTA) along with other required documents for the M2 Eligibility compliance; and B. Approve the City’s Pavement Management Plan (PMP) bi-annual update for the Citywide Master Plan of Arterial Highways (MPAH), Arterial, and Collectors; and C. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, CONCERNING THE STATUS AND UPDATE OF THE PAVEMENT MANAGEMENT PLAN (PMP) FOR THE MEASURE M2 (M2) PROGRAM.”
