5.1 Consideration of Park Improvement Projects Funded by the American Recovery Plan\nAct (ARPA).\nRECOMMENDATION:\nA. Approve the purchase of playground equipment from Landscape Structures, Inc. for the\nBolsa Chica, Westminster Village, Russell C. Paris, College, and Bowling Green Parks\nin the total amount of $1,362,469; and\nB. Consider the following options and provide staff direction:\n1. OPTION 1: Proceed with Pickleball Courts Installation project at Westminster\nVillage and Bowling Green Parks as originally approved by the Mayor and City\nCouncil on October 26, 2022, and allocate $802,959 from the Park Dedication\nFund to address the budget shortfall and approve the Revised ARPA Budget; or\n2. OPTION 2: Eliminate Pickleball Courts Installation project at Westminster Village\nand Bowling Green Parks based on the community input received, and approve\nthe Revised ARPA Budget as follows with no further allocation needed; or\n3. OPTION 3: Proceed with Pickleball Courts Installation project at Bowling Green\nPark only and allocate $402,818 from the Park Dedication Fund to address the\nbudget shortfall and approve the Revised ARPA Budget.

Adopt a Resolution entitled, "A RESOLUTION OF THE MAYOR AND CITY\nCOUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, ADOPTING AND\nAPPROPRIATING THE BUDGET FOR THE 2024-2025 FISCAL YEAR AND\nAUTHORIZING THE CITY MANAGER TO INCREASE THE 2023-2024\nOPERATING BUDGET"; and\nB. Adopt a Resolution entitled, "A RESOLUTION OF THE MAYOR AND CITY\nCOUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, ESTABLISHING THE\nARTICLE XIIIB APPROPRIATION LIMIT FOR THE 2024-25 FISCAL YEAR"; and\nC.
