10D. Request to approve plans and for design immunity for the installation of a
vehicle access barrier at the City-owned property located at the northeast
corner of North Coast Highway 101 and La Costa Avenue. Environmental
Considerations: The action being considered by the City Council is exempt
from the California Environmental Quality Act (CEQA) because it is not a
"project" under Section 15378(b)(5) of CEQA Guidelines. The action involves
an organizational or administrative activity of government that will not result in

Recommended Action: Adopt Resolution No. 2024-80 titled "A Resolution of
the City Council of the City of Encinitas Approving the Design and Plans for
Installation of a Boulder Vehicular Barrier on La Costa Avenue Outside of the
Paved Area at the Entrance to the City-Owned Parcels Located At 100 & 200
Carlsbad Blvd (APN: 216-042-01 & -05), Pursuant to Government Code
Section 830.6."
