Environmental Considerations:\nThe project is exempt from the California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15301(c), which categorically exempts\nminor alterations to existing public streets, sidewalks, gutters, and similar\nfacilities, including the replacement or reconstruction of existing structures and\nfacilities. This exemption includes improvements, such as pedestrian\ncrossings, and other similar alterations that do not create additional\nautomobile lanes and thus additional capacity. LPI is also considered a Vehicle\nMiles Traveled (VMT) reduction measure because it provides pedestrian\nnetwork improvements.
