8Q. Approval of Plans and Specifications and Authorization to Advertise the\nHighway Safety Improvement Program (HSIP) Cycle 10 Citywide Leading\nPedestrian Intervals (LPI) Project (CS22B). Environmental Considerations:\nThe project is exempt from the California Environmental Quality Act (CEQA)\npursuant to CEQA Guidelines Section 15301(c), which categorically exempts\nminor alterations to existing public streets, sidewalks, gutters, and similar\nfacilities, including the replacement or reconstruction of existing structures and\nfacilities. This exemption includes improvements, such as pedestrian\ncrossings, and other similar alterations that do not create additional\nautomobile lanes and thus additional capacity. LPI is also considered a Vehicle\nMiles Traveled (VMT) reduction measure because it provides pedestrian\nnetwork improvements. The proposed improvements are minor alterations to\nexisting infrastructure and meet the criteria for this exemption. None of the\nexceptions in Section 15300.2 of the CEQA Guidelines are applicable to the\nproject.
