ORANGE COUNTY POWER AUTHORITY - FEASIBILITY STUDY 24-286 RECOMMENDATION: Staff recommends the City Council authorize the City Manager and City Attorney to issue a non-disclosure agreement to release City of Costa Mesa load data from Southern California Edison (SCE) to the Orange County Power Authority (OCPA) to conduct a feasibility study to determine whether joining OCPA is mutually beneficial.
