Approve the 2024 agreement between the City and the 32nd District\nAgricultural Association for traffic management services for the Orange\nCounty Fair.\n2. Approve the 2024 agreement between the City and the 32nd District\nAgricultural Association for traffic management services for all designated\nyear-round events at the Orange County Fair and Event Center\n(“OCFEC”).\n3. Authorize the City Manager, or her designee, to execute the agreements.\n4. 7. SERVICES AGREEMENT FOR PUBLIC SAFETY HELICOPTER 24-269\nSUPPORT BETWEEN THE CITY OF HUNTINGTON BEACH AND THE\nCITY OF COSTA MESA\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Approve the Services Agreement for public safety helicopter support services\nbetween the City of Huntington Beach and the City of Costa Mesa for three\nyears in an amount not to exceed $300,000 annually.\n2. Approve the Consumer Price Index (CPI) annually and adjust the contract\naccordingly.\n3. 8. ACCEPTANCE OF THE INFORMATION TECHNOLOGY 24-273\nDEPARTMENT REMODELING PROJECT, CITY PROJECT NO. 22-09\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Accept the work performed by Builtall, 4712 East 2nd Street, #520, Long\nBeach, California 90803, for the Information Technology Department\nRemodeling Project, City Project No. 22-09, and authorize the City Clerk to\nfile the Notice of Completion.\n2. Authorize the City Manager to release the retention monies thirty-five (35)\ndays after the Notice of Completion filing date, release the Labor and\nMaterial Bond seven (7) months after the filing date, and release the Faithful\nPerformance Bond at the conclusion of the one-year warranty period.\nAttachments: 1. ORANGE COUNTY POWER AUTHORITY - FEASIBILITY STUDY 24-286\nRECOMMENDATION:\nStaff recommends the City Council authorize the City Manager and City Attorney\nto issue a non-disclosure agreement to release City of Costa Mesa load data\nfrom Southern California Edison (SCE) to the Orange County Power Authority\n(OCPA) to conduct a feasibility study to determine whether joining OCPA is\nmutually beneficial.

OPTION TO LEASE AGREEMENT TO CONSTRUCT AND OPERATE A 24-283\n70-UNIT AFFORDABLE SENIOR AND SUPPORTIVE HOUSING\nPROJECT LOCATED AT THE CITY’S SENIOR CENTER, 695 WEST\n19TH STREET\nRECOMMENDATION:\nStaff recommends the City Council review and approve the proposed “Option to\nLease Agreement” for a term that will expire on October 31, 2024, with one\npossible 120 day extension.
