7. SERVICES AGREEMENT FOR PUBLIC SAFETY HELICOPTER 24-269\nSUPPORT BETWEEN THE CITY OF HUNTINGTON BEACH AND THE\nCITY OF COSTA MESA\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Approve the Services Agreement for public safety helicopter support services\nbetween the City of Huntington Beach and the City of Costa Mesa for three\nyears in an amount not to exceed $300,000 annually.\n2. Approve the Consumer Price Index (CPI) annually and adjust the contract\naccordingly.\n3. Accept the work performed by Builtall, 4712 East 2nd Street, #520, Long\nBeach, California 90803, for the Information Technology Department\nRemodeling Project, City Project No. 22-09, and authorize the City Clerk to\nfile the Notice of Completion.\n2. ORANGE COUNTY POWER AUTHORITY - FEASIBILITY STUDY 24-286\nRECOMMENDATION:\nStaff recommends the City Council authorize the City Manager and City Attorney\nto issue a non-disclosure agreement to release City of Costa Mesa load data\nfrom Southern California Edison (SCE) to the Orange County Power Authority\n(OCPA) to conduct a feasibility study to determine whether joining OCPA is\nmutually beneficial.

2. OPTION TO LEASE AGREEMENT TO CONSTRUCT AND OPERATE A 24-283\n70-UNIT AFFORDABLE SENIOR AND SUPPORTIVE HOUSING\nPROJECT LOCATED AT THE CITY’S SENIOR CENTER, 695 WEST\n19TH STREET\nRECOMMENDATION:\nStaff recommends the City Council review and approve the proposed “Option to\nLease Agreement” for a term that will expire on October 31, 2024, with one\npossible 120 day extension.
