5-A. CONSIDERATION AND POSSIBLE ACTION TO INTRODUCE AND WAIVE FIRST READING
OF AN ORDINANCE ADOPTING AN ENGINEERING AND TRAFFIC SURVEY FOR
HELLMAN AVENUE BETWEEN ATLANTIC BOULEVARD AND NEW AVENUE, AND
REDUCING THE SPEED LIMIT ON HELLMAN AVENUE, BETWEEN GARFIELD AVENUE
AND NEW AVENUE, FROM 35 MPH TO 30 MPH
It is recommended that the City Council consider:
(1) Introducing and waiving first reading for an Ordinance reducing the speed limit on Hellman
Avenue, between Garfield Avenue and New Avenue, from 35 mph to 30 mph; and
(2) Taking such additional, related, action that may be desirable.
CEQA (California Environmental Quality Act):
The City reviewed the environmental impacts of the proposed Ordinance pursuant to the
California Environmental Quality Act (Public Resources Code §§ 21000, et seq.; “CEQA”) and
the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA
Guidelines”). CEQA Guideline § 15303 exempts activity that results in new construction or
conversion of small structures. If adopted, the Ordinance revises the speed limit on Hellman
Avenue, between Garfield Avenue, and New Avenue, which requires installation of level street
signage. Accordingly, the Ordinance is exempt from further review.
