13. 23-225 City Council: Staff recommends that the City Council approve a one-year Professional Services Agreement (PSA) with Lifeline Community Services (DBA North County Lifeline), in the amount of $66,509, for the Youth Development Program La Escuelita (Club Crown Heights) at the Crown Heights Community Resource Center located at 1210 Division Street and authorize the City Manager to execute the agreement upon receipt of all supporting documents.
