15.a CONSIDERATION OF RESOLUTION NO. 2022-110 — RECITING THE FACT
OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 8, 2022,
DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY
LAW. (0430-40)
City Clerk Kelly gave a PowerPoint presentation stating the November 8, 2022
General Municipal Election results for the City of Imperial Beach as follows:
Pursuant to Resolution No. 2022-41 the Registrar of Voters of the County of San
Diego consolidated the General Municipal Election with the statewide General
Election, canvassed the returns of the election and has certified the results to this
City Council, the results are received, attached and made a part of Resolution
No. 2022-110 as “Exhibit A.”
In accordance with California Elections Code 10263 that upon the completion of
the canvass, and before installing the new officers, the governing body of the city
shall adopt a resolution reciting the facts of the election and such other matters
as are enumerated in EC 10264. Also known as the Statement of the Vote.
The whole number of votes cast in the precincts (vote centers) except vote by
mail voter ballots was 733. That the whole number of vote by mail voter ballots
cast in the City was 5,384, making a total of 6,117 votes cast in the City.
The names of persons voted for at the General Municipal Election for Mayor and
the total number of votes received for each candidate are as follows:

The names of persons voted for at the General Municipal Election for Member of
the City Council, District 1 and the total number of votes received for each
candidate are as follows:

The names of persons voted for at the General Municipal Election for Member of
the City Council, District 3 and the total number of votes received for each
candidate are as follows:

The measure voted upon at the General Municipal Election and the total number
of votes received are as follows:
IMPERIAL BEACH QUALITY OF LIFE MEASURE. Shall the measure to
maintain quality of life for residents, retain local businesses, jobs; keep
neighborhoods, beaches, parks, public areas safe/clean, maintain 911
emergency response; reduce traffic congestion; gain community benefit from
tourism by increasing the transient occupancy tax (paid by hotel, motel, shortterm rental guests) by 4%, providing about $400,000 annually until ended by
voters, with annual audits, public disclosure of spending, all funds for Imperial
Beach, be adopted?
The number of YES votes received was: 3,904 (67.36%)
The number of NO votes received was: 1,892 (32.64%)
TOTAL 5,796
The certified results declare and determine that:
Paloma Aguirre was elected as Mayor for the full term of four years; Carol
Seabury was elected as Member of City Council for District 1 for the full term of
four years; Mitchell “Mitch” McKay was elected as Member of City Council for
District 3 for the full term of four years; and a majority of the voters (50% plus
one) voting on the measure relating to Measure "R" did vote in favor of it and that
the measure was carried, and shall be deemed adopted and ratified.

To adopt Resolution No. 2022-110 declaring the results of the November 8, 2022
Election.
