Public Hearing to consider a timely-filed appeal (Case No: APPEAL-007531- 2024) of the Planning Commission’s approval of a design review permit (DR) and coastal development permit (CDP) authorizing the construction of 42 single-family homes with associated landscaping, trail, and site improvements, and the placement of a temporary construction trailer at the site located at 2004-2094 Pearl Street (formerly 510, 512, 514 La Costa Avenue). Environmental Considerations: In accordance with the California Environmental Quality Act (CEQA), an Environmental Impact Report (EIR) was previously certified for the project, and the conclusions of the EIR remain unchanged. Additionally, none of the conditions described in Section 15162 of the CEQA Guidelines requiring the preparation of a subsequent EIR or subsequent mitigated negative declaration have occurred.
