9. TEFRA HEARING FOR QUINCE STREET SENIOR APARTMENTS
Request the City Council hold a public hearing pursuant to the Tax Equity and Fiscal Responsibility Act
("TEFRA") to adopt Resolution No. 2024-144 and approve the issuance of revenue bonds by the California
Municipal Finance Authority ("CMFA") to finance or refinance the acquisition, construction, improvement
and equipping of a senior multifamily rental housing project located at 220 North Quince Street, in the
City of Escondido, California, to be commonly known as Quince Street Seniors.
It is also requested that the City Council adopt Resolution No. 2024-145 approving the assumption of an
existing Regulatory Agreement by San Diego Interfaith Housing Foundation.
