8. Housing-Related Amendments to the Central Commercial and Public\nFacilities Zones Including Adoption of a Resolution to Amend the Del Mar\nCommunity Plan and Introduction of an Ordinance to Amend the Zoning\nCode and Certified Local Coastal Program to Implement Housing Element\nPrograms 1C and 1H\nRecommended Action: It is recommended that the City Council take the following\nactions in compliance with the City’s certified 6th Cycle Housing Element (2021-\n2029) to increase the local housing stock capacity as required per California\nGovernment Code Section 65863 and Housing Element Program 1C Central\nCommercial (CC) Zone and Program 1H Public Facilities (PF) Zone:\n1) Approve the California Environmental Quality Act (CEQA) determination for\nthe project per CEQA Guidelines Section 15162 based on substantial evidence\nin the record that the certified 6th Cycle Housing Element Final Program\nEnvironmental Impact Report (PEIR) covers the proposed actions and no further\nenvironmental document is required; and 2) Adopt a Resolution (Attachment A)\nto amend the Del Mar Community Plan (General Plan) by General Plan\nAmendment (GPA24-001); and 3) Introduce an Ordinance (Attachment B) to\namend the Del Mar Municipal Code (DMMC) Central Commercial (CC) Zone\nregulations in Chapter 30.22 and Public Facilities (PF) Zone regulations in\nChapter 30.31 that are within the City’s Zoning Code and certified Local Coastal\nProgram (LCP) by Zone Code Amendments (ZA24-001/ZA24-002) and LCP\nAmendments (LCPA24-001/LCPA24-002).\nReference: Clerk’s File No. 304-7, 401-4, 401-9
