8. Recommendation of Approval of Additional Funding from the Measure BP Stakeholders Oversight Committee (SOC) - Shop BP Local Digital Card Program for the 2024 Holiday Season. It is recommended that the City Council: 1. Approve the recommendation from the SOC to provide funding from Measure BP Revenue for the Shop BP Local Digital Card Program for the amount $130,000; and 2. Authorize the Chief Executive Officer to execute a Second Amendment to the Professional Services Agreement with Hinderliter, De Llamas and Associates, Inc. (HdL) subject to any non-substantive changes made by CEO and City Attorney; and 3. Authorize the Finance Director to appropriate $130,000 from the Measure BP Fund
