3. Award of Contract to Starside Security & Investigations for the\nPolice Department's Jail Facility Staffing and Support Services.\nIt is recommended that the City Council\n1. Approve the Professional Services Agreement with Starside\nSecurity and Investigative Services for jail facility staffing\nand support services for a three-year term from December\n1, 2024, through November 30, 2027; and\n2. Authorize the City Manager to make non-substantive\nchanges as approved by the City Attorney and execute the\nagreement.

4. Approval of Purchase of DUI Patrol Vehicle Using California\nCannabis Tax Fund Grant Program Funds.\nIt is recommended that the City Council:\n1. Approve the sole source purchase of a 2024 Dodge\nDurango from Carville Chrysler Dodge Jeep Ram for\n$45,500.\n2. Authorize the use of remaining grant funds for taxes,\nregistration fees, and any ancillary vehicle purchase\nexpenses.\n3. Authorize the Chief of Police to execute all necessary\ndocuments to complete the purchase and outfitting.\n4. Authorize the Director of Finance to make necessary\nappropriation and budget adjustments.

Approval and Adoption of Resolution No. 2024-046 and\nConsideration of Amendment to Memorandum of Understanding\n(MOU) with Goodwill Southern California to Continue the\nNextGen Youth Workforce Program.\nIt is recommended that the City Council:\n1. Approve Resolution No. 2024-046 and the proposed\nAmendment to Memorandum of Understanding (MOU)with\nthe GSC to extend the term through December 31, 2026;\nand\n2. Authorize the Mayor to execute the Amendment; and\n3. Authorize the CEO to make technical adjustments as may\nbe necessary to carry out the direction of City Council.\n4. Authorize the Director of Finance to carry over any\nremaining balance from the previous approved\nappropriations in the amount of $127,000 in 2022 and\n$120,000 in 2024from the ARPA fund to fund the NextGen\nyouth workforce program in 2025 and 2026.

Recommendation of Approval of Additional Funding from the\nMeasure BP Stakeholders Oversight Committee (SOC) - Shop\nBP Local Digital Card Program for the 2024 Holiday Season.\nIt is recommended that the City Council:\n1. Approve the recommendation from the SOC to provide\nfunding from Measure BP Revenue for the Shop BP Local\nDigital Card Program for the amount $130,000; and\n2. Authorize the Chief Executive Officer to execute a Second\nAmendment to the Professional Services Agreement with\nHinderliter, De Llamas and Associates, Inc. (HdL) subject to\nany non-substantive changes made by CEO and City\nAttorney; and\n3. Authorize the Finance Director to appropriate $130,000\nfrom the Measure BP Fund

9. Recommendation for Approval of Funding from the Measure BP\nStakeholders Oversight Committee (SOC) - Portable Bingo\nSystem\nIt is recommended that the City Council:\n1. Approve the recommendation from the SOC for Council\napproval of Funding from Measure BP Revenue for a\nPortable Bingo System in the amount of $24,587; and\n2. Authorize the Director of Recreation & Community Services\nto execute any necessary documents associated with the\nproject; and\n3. Authorize the Director of Finance to appropriate $24,587\nfrom Measure BP Fund and make necessary adjustments\nto the budget.\n4. Authorize the Chief Executive Officer to make technical\ncorrections as necessary to carry out the intent of the City\nCouncil.
