22. APPROVE THE SECOND AMENDMENT TO COMMERCIAL CANNABIS BUSINESS DEVELOPMENT AGREEMENT NO. 23-19 RECOMMENDATION: It is recommended that the City Council: 1. Approve a Second Amendment to Cannabis Business Development Agreement No. 23-19 (“Second Amendment”) to allow a change of business name and ownership for cannabis business located at 7733 Telegraph Road, in a form approved by the City Attorney’s Office; and 2. Adopt findings contained herein exempting the Second Amendment from further California Environmental Quality Act (CEQA) review under CEQA Sections 15301 and 15061 and direct staff to prepare and file the applicable Notice of Exemption for the project recommended for approval; and 3. Take such additional, related action that may be desirable, and/or provided the City Attorney's office and/or staff with additional or alternative directive(s).
