E. CONSIDERATION OF A RESOLUTION TO APPROVE AN AFFORDABLE HOUSING PROJECT, THAT INCLUDES AN AFFORDABLE HOUSING AGREEMENT WITH FRIENDSHIP SHELTER INC, AN ANNUAL MONITORING FEE, AND ZONING CONCESSIONS AND WAIVERS PURSUANT TO STATE DENSITY BONUS LAW, AND TO DETERMINE THE PROJECT EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Staff Recommendation Adopt Resolution No. 24-177, which will: 1. Determine that the affordable housing project and agreement are exempt from the California Environmental Quality Act (CEQA) under California Public Resources Code (PRC) Section 21080.50 and direct staff to file a notice of exemption. 2. Approve the Project, including the three concessions/waivers requested under the State Density Bonus Law. 3. Approve, and authorize the City Manager to execute, Contract No. C24- 68, the Affordable Housing Agreement, by and between the City of San Clemente and Friendship Shelter Inc., included as Exhibit A of Resolution No. 24-177.
